China’s Ministry of Industry and Information Technology (MIIT) announced it will take further measures to step up China’s industrial recovery next year.  The initiative includes improved policy support for the stable development of key industries, China’s Industrial Recoverypromotion of sci-tech innovation, expanded demand, and help reducing cost.  The country also aims to accelerate the construction of 5G networks and gigabit optical networks and continue to promote innovative breakthroughs in core devices.

A joint guideline was also released on accelerating the digital transformation and upgrading of traditional manufacturing industries.  The guideline put forward a series of targets to be met by 2027, including that China's traditional manufacturing industries achieve notable progress in their high-end, intelligent, green, and integrated development.  The penetration rate of digital research and development and design tools is targeted to exceed 90 percent, while the numerical control rate of key processes is targeted to exceed 70 percent.

Industrial energy consumption intensity and carbon dioxide emission intensity are also expected to continue to decline. The water use per 10,000 yuan (about 1,411.89 U.S. dollars) of industrial added value is targeted to decrease by 13 percent compared to the level registered in 2023, and the comprehensive utilization rate of bulk industrial solid waste is targeted to exceed 57 percent by 2027.
